SMALLHOLDER IRRIGATION REVITALIZATION PROGRAMME

International fund for Agricultural Development IFAD)/OPEC Fund for International Development (OPEC)

Expressions of Interest Agricultural Value Chains Partnership.

The Government of Zimbabwe has received financing from  IFAD toward the cost of the Smallholder Irrigation Revitalization Programme, and to ensure full integration of SIRP supported smallholder farmers into agricultural value chains, SIRP seeks to partner with the Private Sector, Non-Governmental Organization, Farmer Unions and Civil Society Organizations working towards smallholder agriculture development.

These areas include irrigation development, market linkages (inputs and outputs), value chain development, postharvest management, climate smart agriculture, rural financing, natural resources management, capacity building and community nutrition.

The Smallholder Irrigation Revitalization Programme now invites eligible partnering organizations (“Partners”) to indicate their interest in providing the Partnering Services. Interested organizations should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Interested Firms should fill the attached Template for Expressions of Interest and submit it to the address indicated below.

The shortlisting criteria are:

Evaluation Criteria;

  1. A good track record of the organization/history/ reasonable standing
  2. Previously collaborated in the area of smallholder farmer development
  3. Proven experience and reliable in working with smallholder farmers
  4. Registered or MoU with Government
  5. Level of Organization spread across the country
  6. Organization’s core business (is in line with SIRP objectives and goals}
  7. Does the organization offer capacity building/ loans/ contract farming to farmers?

The attention of interested Organizations is drawn to IFAD’s policy on conflict of interest situations that must be avoided as described in IFAD’ Project Procurement Guidelines – September 2010.

Organizations may associate with other firms in the form of a joint venture or a sub-partnership to enhance their qualifications.

A Partner will be selected in accordance with the Quality Based Selection method set out in IFAD’ Project Procurement Guidelines – September 2010.
