SMALLHOLDER IRRIGATION REVITALIZATION PROGRAMME

International fund for Agricultural Development IFAD)/OPEC Fund for International Development (OPEC)

Expressions of Interest

The Government of Zimbabwe has received financing from  IFAD toward the cost of the Smallholder Irrigation Revitalization Programme, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Feasibility Studies for 2018-2019 in Midlands. Masvingo. Matebeland South and Manicaland  provinces (Feasibility Study, Detailed Design and Supervision of a batch of schemes) see detailed TORs on website sirpzim.org or www.moa.gov The Smallholder Irrigation  Revitalization Programme now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Interested Firms should fill the attached Template for Expressions of Interest and submit it to the address indicated below.

The shortlisting criteria are:

Qualifications and experience

  1. Previous experience with similar assignments/ projects;
  2. Experience working in similar areas and conditions;
  3. Demonstrated capacity of consultants to carry out the assignment;
  4. Degree of specialization of individual members assigned to the contract
  5. References from previous clients, banks, etc
  6. Good organization and management;
  7. Demonstrated capacity to handle/ deal with legal disputes

The attention of interested Consultants is drawn to IFAD’s policy on conflict of interest situations that must be avoided as described in IFAD’ Project Procurement Guidelines – September 2010.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS} method set out in IFAD’ Project Procurement Guidelines – September 2010.
