Invitation for Bids (IFB)

Component 1

1. The Government of Zimbabwe has received a grant and loan from the International Fund for Agricultural Development (IFAD) and OPEC Fund for International Development (OFID) towards the cost of Small Holder Irrigation Revitalization Programme (SIRP) and intends to apply part of the funds to cover eligible payments under the Contract for:

34/ZIMB/SIRP/30012020: WORKS FOR REHABILITATION OF CANALS, HYDRAULIC STRUCTURES IN THE IRRIGATION PROJECTS OF EXCHANGE (LOT 01) KWEKWE DISTRICT OF MIDLANDS PROVINCE, RUPANGWANA/FUNGAI (LOT 02) CHIREDZI DISTRICT OF MASVINGO PROVINCE AND LOT 3 SEBASA PROJECT GWANDA DISTRICT OF GWANDA DISTRICT OF MAT SOUTH PROVINCE

2. The SIRP PCU invites sealed bids from interested and qualified bidders for the implementation of abovementioned civil works under the Contract.

Duration of Works: six months.

3. Interested eligible Bidders may obtain detailed information and inspect the Bidding Documents by the address mentioned below, from Monday to Friday 9:00 – 16:30hrs:

4. Interested Bidders may obtain the Bidding Documents in English at the address mentioned below upon submission of a written request and payment of a non-refundable fee of: USD25.00. The method of payment will be: deposit on the following bank account: Smallholder Irrigation Revitalization Programme (SIRP) Stanbic Bank, Belgravia Account Number 9140001465642

5.         Qualification requirements include:

a/ Average annual financial amount of construction works performed for the last three years for the respective Lot(s) makes: USD50000.00

b/ Experience as prime contractor in the construction of at least 2 works of a nature and complexity equivalent to the Works over the period of 5 years;

c/ Liquid assets and/or credit facilities net of other contractual commitments of no less than:            US$100 000.00

6. Bids must be delivered to the address below at or before 1000hrs on 3 March 2020. Electronic bidding shall not be permitted. Late bids will be rejected and returned to the Bidders unopened.  Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below at 1030hrs on 3 March 2020.

7. “Bidding will be conducted through the competitive bidding method set out in the Public Procurement and Disposal of Public Assets Act [Chapter 22:23], Section 31 and pursuant to the IFAD Project Procurement Guidelines .

8.         All bids shall be accompanied by a Bid Security of 2% of bid value.
